Guest of Honor

Tim Hill LtCol, USMCR (Ret.)

While attending college in 1984, Tim Hill enrolled in the Marine Corps Officer Candidate School. Graduating LSU in 1988, he was commissioned a 2nd Lieutenant and began his Marine Corps career as an infantry officer. He was assigned to 2nd Battalion, 4th Marines in Camp LeJeune, North Carolina where he served as Rifle Platoon Commander, and S-3 Liaison Officer during Operation Sharp Edge, a non-combatant evacuation operation in Liberia. He also served as 81mm Mortar Platoon Commander for Operations Desert Shield and Desert Storm as well as the succeeding MEU(SOC) deployment in the Mediterranean Sea. Tim completed the last of his five years of active duty in 2nd Marine Division Headquarters Battalion. Returning to St. Gabriel, Louisiana in 1993, Tim continued his Marine Corps career in the reserves as the 81mm Mortar Platoon Commander and later the Executive Officer of Weapons Company, 3/23 in Baton Rouge. In 1998, Tim became the Platoon Commander of TOW Platoon, 23d Marines which was then located in Broussard, Louisiana. In 2000, Tim transferred to Headquarters Company, 3/23 in New Orleans, where he served as the S-3 Alpha, subsequently returning to Baton Rouge to serve as the Weapons Company Commander. In 2003, Tim transferred back to TOW Platoon as the Officer in Charge of the Peacetime-Wartime Support Team. In the spring of 2004, Tim was called to active duty to support TOW Platoon’s mobilization and deployment to Iraq. Managing the family and community support functions for TOW Platoon during those difficult times was one of Tim’s biggest honors. After completed 20 years of service in the Marine Corps reserves, Tim retired at TOW Platoon, Lafayette as a Lieutenant Colonel in 2007.

Through his Reserve years, Tim maintained an interesting and fulfilling career with Shell Oil Company. He began his Shell career at Geismar in 1994, where he enjoyed the challenges of large unit construction and start-ups. After 9-11, Tim became the Security Team Lead at Geismar and was an active member of the Louisiana Chemical Association Security Committee, and Chairman of the Baton Rouge Area Maritime Security Committee. In 2006, he moved to Houston where he held roles in Shell Corporate Security; Shell Chemical global HSSE team; and Shell Supply, Distribution and Pipeline in the U.S. and Canada. He was very active in both the American Chemistry Council’s, and the American Petroleum Institute’s Security Committees. He spent six years at Shell Deer Park where he regularly participated in security compliance, emergency operations, and was Co-Chair of the East Harris County Manufacturing Association’s Security Committee. For the last 14 years, Tim has enjoyed volunteering on Shell’s Americas Response Team. Tim remained heavily engaged with government offices regarding regulatory compliance issues since 2002. In 2018, Tim returned to Louisiana as the Security Manager at Shell Convent Refinery, and presently serves at the Emergency Response Coordinator at Shell Norco Manufacturing Complex.

Tim has an undergraduate degree from LSU and a Master’s of Security Management from the University of Houston. He is an instructor for Department of Homeland Security and remains very active in church ministries and choir at St. John the Evangelist in Prairieville, La. He has been married to Estelle LeBlanc for 33 years, and they now live in Gonzales, La. He has three wonderful daughters, and four grandchildren and a cat. He enjoys woodworking, playing guitar, adventure motorcycle riding, and is looking forward to retiring from Shell in 2025.
